Wait! What is a SEER rating?

The SEER rating routinely increases as years go on, meaning manufacturers have to produce systems equivalent or higher than the current SEER requirement. Ten years ago, cooling systems were awesome if they could break 10 SEER. Nowadays? 13 and 14 are the standard, and systems as high as 25 or more are available.
